THCSD is authorized by the Government Code to collect, treat, or dispose of sewage, waste water, recycled water, and storm water, in the same manner as a sanitary district, formed pursuant to the Sanitary District Act of 1923, Division 6
(commencing with Section 6400) of the Health and Safety Code.

The District provides sewer (wastewater) collection services to approximately 1500 service connections; a population of approximately 2500.  The sewage is discharged into the Tuolumne Utilities District (TUD) sewer system near Twain Harte Lake and treated in the TUD regional wastewater treatment plant in Sonora, California. 

The Twain Harte Community Services District Sewer System Management Plan (SSMP) was adopted by the Twain Harte Community Services District Board of Directors on March 10, 2011, as directed by the State Water Resources Control Board Order No. 2006-0003-DWQ Statewide General Waste Discharge Requirements (WDR) for sanitary sewer systems.
