THCSD BOARD OF DIRECTORS Meeting of April 10, 2008 GENERAL MANAGER’S REPORT
Meetings and Training: The IRWMP meeting scheduled for Wednesday, March 19, 2008 was cancelled. This was done to give staff at TUD and their consultant the opportunity to prepare a draft outline to be used for a presentation to the various agencies - seeking their support for the IRWMP project, and to prepare a final MOU, Financial Agreement, and Governance Principles. The next meeting has been scheduled for Wednesday, April 16, 2008 at 9:00 am in Tuolumne Utilities District board room. It is unknown at this time when or where the presentation will be held. I will advise the Board immediately when I know. I attended a site visit on March 12th with Golden State Cellular. We looked at all tank sites with the possibility of providing a suitable location for the installation of their antennas. The Cedar Pines tank site seemed to hold the most possibility. We won’t know for sure until they complete some technical studies. The engineer for Golden State has to do a propagation study to determine if the sites can improve coverage in the areas they are looking for. I anticipate hearing something by the end of this week. Water & Sewer: The District has begun a more aggressive battle to fight grease buildup in our sewer system. We notified the various food service establishments by letter advising them of the seriousness of the problem quite some time ago. In light of the new SSMP requirements we have identified the need to step up our efforts in order to comply with the State General Waste Discharge Requirements. Our field staff were directed to make contact in person with the all of the identified food service establishments advising them to prepare for greater enforcement activity. The personal contact was generally received as a good customer service. The same issue was discussed at length during the regional sewer advisory committee meeting of March 11th in Jamestown. Also discussed was installation of backflow prevention devices, private lateral inspections, and “smoke testing”. Another sewer related issue identified recently was an erosion problem in the area where our sewer main crosses the creek. The sewer main is not in danger at this time but steps have been taken to have the problem corrected as soon as possible. This is a private property drainage issue that we will be watching very closely. Fire Department: Staff is continuing to talk with land owners to find a suitable location to construct a new fire station. We will be having appraisals done as soon as possible. Park and Recreation: I was assured by the States representative that our proposal was number one on his list right now.
