THCSD BOARD OF DIRECTORS

Meeting of May 8, 2008

GENERAL MANAGER’S REPORT

Meetings and Training: The IRWMP meeting of April 16 was very productive. Boundaries were defined and established and the various stakeholders, comprised of governmental and nongovernmental agencies and/or organizations were identified. A draft memorandum of understanding, financial agreement and governance principals was agreed upon and will come before the board for approval in June.

There will be a presentation before the Tuolumne County Board of Supervisors on May 20, 2008. It is highly encouraged that all interested parties attend. The presentation will be by TUD. John Mills, their consultant will be there to answer any and all questions that you may have. This will be a great opportunity to ask questions.

The sole purpose of this MOU is to promote coordination among the Parties in the development; submission and servicing of an IRWMP Planning grant application to the DWR. The first phase of work under this MOU is the preparation of an IRWMP Proposition 84 Grant Application.

The draft documents were provided for review of the water and sewer committee at their meeting on May 6th.

Water & Sewer: The District recently had a demonstration of a self contained sewer jet vehicle. We used the vehicle to clean a section of sewer main that has been a cause of frustration for some time. Last year we were forced to abandon the inspection through this area due to poor visibility. The sewer jet demonstrated to us made it through the entire length of this section and performed very well. It allowed us to clean this section and inspect its condition at the same time.

We sent letters to 21 customers advising them of a root problem in their private sewer laterals. We have had a good response so far with the majority of the customers that have contacted us saying they appreciated our efforts to notify them.

Another letter was sent to a customer on Mono Drive. This customer has a sewer easement in their back yard where there have been some drainage erosion problems that the District has voiced our concern over. If the drainage problem goes uncorrected it will undoubtedly cause further erosion and even greater concern for the District. The Twain Harte Lake Association was sent a copy of this letter and subsequently has sent a letter voicing their concerns as well.

Fire Department: We have had our property on Vantage Point appraised and are quite pleased with the results. We have had no further response from any property owners with a suitable location for a possible new fire station.

Park and Recreation: I was assured by the State’s representative that our proposal was number one on his list right now.

Respectfully submitted,

Mikeal T. Stacher
