Meeting of March 13, 2008

GENERAL MANAGER’S REPORT

 

Meetings and Training: I attended a special meeting of the TUD Board of Directors on March 5th. This was a Workshop to Review and Comment on First Draft of the Strategic Plan. Their consultant referred to this as the “tone check” for their Strategic Planning process. This is where the Board makes sure that the plan is reflecting what they want to see or what they had envisioned. I believe that the TUD Strategic Plan could (or more likely will) have an impact on our District in one way or another, some impacts will be beneficial to our District while others may not. If anyone would like a copy of the Review Draft let me know and I can provide it to you.

I also attended the Integrated Regional Water Management Planning (IRWMP) meeting held at the TUD office. We are still working on Drafts of the Memoranda of Understanding, Budget, Financial Agreements and Governance documents. The next meeting we be March 19th 9:00 a.m. in the TUD board room.

The meeting scheduled last month with Golden State Cellular had to be rescheduled due to illness and scheduling problems. We have rescheduled the meeting for March 12th. I don’t know as of this writing whether or not I will be able to report anything to the Board.

Melinda and I will be attending the SDRMA safety claims education day in Sacramento the end of this month.

 

Water & Sewer: It would appear right now, as though the District stands a chance of losing at least some, all or most of the property tax revenue that the District receives from the County. If we lost it completely it would mean a revenue loss of about $28,000 per year from the water department. As proposed this would not be a “one-time” tax shift; this tax shift would be from the day it was first approved and from that day forward. This is going to be adamantly opposed by almost everyone but it is a proposal that we need to be aware of and follow. I have included the California Special District’s (CSDA) e-News bulletin for your review.

The plans we had to install new drain valves on the Shady Brooke reservoir have to be rethought due to defects in the existing pipe. There will be more to report on this in the future.

 

Park and Recreation: The grant re-scoping package for the Legion Hall/Community Center that was sent to the State apparently was received partially destroyed. The problem is that no one heard about it until a couple weeks later. The good news is that the package was resent and is now being reviewed by the State. We have offered to be of assistance in any way we can.
